The zombie apocalypse is merely a backdrop for a story that includes plenty of human drama.
Some of the greatest threats faced by Rick and his group come from other humans, now living in a lawless world.
Even without the ultra-violence of such characters as The Governor and Negan there is plenty of human drama to hold the viewers' interest... e.g. the interaction between Rick's battle-hardened followers and the hitherto-sheltered people of Alexandria.
I felt my interest flagging a bit around season 5 (perhaps because the cannibal tribe simply lacked the charisma of The Governor), but renewed with the current Alexandria-Hilltop-Saviors story arc.
