Drops are kinda leveled, you aren't likely to get Orange very much on a first play through however on a second playthrough the chance goes up. As does adding other people to your game, the harder it is the more loot and better loot you get. At least that is how Borderlands 1 did it.
I can't remember right but I think there was even Pearl in Borderlands 1, that was some of the best stuff but you had to be close to your 5th playthrough for it to drop. I might be wrong though.
