I have not read guides etc however I saw bridge and people in que so I went to investigate. There were guards who asked for permit and gave some hints how to get it. So I went looking around following those tips and .. just playing the game really. And yes, I wanted to see the city as there are usually NPCs, quests, loot, and merchants.
