The reason why one can speak of a "capsizing Guam" moment is that Frank's later attempts to wiggle out of the video, and claim that he didn't mean it, were obviously very ineffective. He's a meme now. The best he can do is to make fun of himself, which he's (to his credit) had the good humour to do... to be perfectly honest, I'm not all that bothered that he was re-elected. I'm much more tolerant of stupidity than of evil character in a politician, and I suspect he's not much more stupid than his average colleague. He's courageous enough to oppose the wars.

Deepak, on the other hand, is lending credence to the theory that AIDS is imaginary.
