Scott, I agree. Saying someone has "poor social skills" is just another way of saying one's looks and/or personality doesn't fit into mainstream society or reflect the values of the majority, which are typically expressed through pop-culture and the capitalist economic system. It's essentially a term of discrimination directed at those who aren't "normal" (whatever the hell that means).
