I had a "I'm a complete idiot" moment. What I want is universal movement at a fixed distance from the center of a half-hemispherical space. So all my designs looked like the frameworks you'd put a fancy old globe in. But then I realized: I can just rotate the base and move through a 90 degree vertical arc and get the same effect.

The problem with fantasies is you can't really insist that everyone else believes in yours, the other problem with fantasies is that most believers of fantasies eventually get around to doing exactly that.
