It does seem like it when you first start playing. After little while playing, though, I think you'll find that it's not that complicated.
The best way to learn might be to just start as a count in Ireland. Ireland is good because everyone is independent. In the beginning, just worry about making sure you always have an heir. Then start experimenting with taking control of a second province by fabricating a claim on a neighbor. Save money up for hiring the cheapest mercenary before you press the claim, and make sure you have enough to pay the mercs long enough to siege the province and win the war. It should take many years of just sitting there waiting for enough money to build up.
Once you take a province this way, you've pretty much got the basics of the game down. After that, you'll learn about all the other ways of taking provinces as you go along.
