Couple of things.
This testing for function and durability. How the deuce would they do this in a lab and not by actually attaching one to somebody in need.
They've managed to do vaginas successfully. Given the awkward internal location as opposed to the relatively easier external penis, wouldn't this seem a touch easier to do?
Oh and the FDA? Wtf? Which category that the FDA monitor to genitals fall under?
