Depends on the views, I suppose. For example, preaching that gays should be stoned to death, or 9 year old girls are old enough to shag, or religious law supersedes civil law then yes, he should be refused citizenship. Screw that, he shouldn't be allowed to enter the country. The problem is determining which views are sufficiently odious to bar entry.

edit: Makes me wonder if there was an alternative. Keep the principle of showing respect to teachers yet allowing to show it with regards for different traditions.

If such alternative was offered and the boys would refuse to show respect for female teacher by any means, then there would be strong case for intent to disrespect and subsequent action.
