Africans don't see them that way. There are always boobs hanging out all over the place here.
They don't mind whipping them out for a kid anywhere and they'll walk around topless, no problem.
Just "westernized' people here cover them up. For me it's sweaty bodies. I don't like sticky sweaty naked bodies around food.

America is so self-conscious about how hypocritical it is on this issue that its mostly ceased being hypocritical.

My state for instance, anywhere male toplessness is allowed, female toplessness is too.

The topic title is a blatant example of the begging the question fallacy. The question assumes that breasts are bad and then asks why.
