What would he do if the hill decided to pass a constitutional amendment repealing the first? what does he make of the fact that the Nazgûl have consistently failed to quash the lesser laws passed by various states to abridge second amendment rights?

Congress can't pass an amendment, it's actually really difficult to do. It requires 2/3 of both the House and the Senate, and then 3/4 of the state legislatures. It only takes 13 states to block one.
There is one other way - 2/3 of state legislatures can vote to hold a constitutional convention. Any number of amendments could be proposed, but it still requires 3/4 of the states to approve them. That method has never been used.

Well, a constitutional convention is how we got the constitution in 1787, that convention tossed out the original Articles of Confederation.
So it has happened once. And resulted in a complete reboot of the system. Is it time for another one?
